The Borough of Westville may sell any real property not needed
for public use, other than municipal lands otherwise dedicated or
restricted pursuant to law, to the owner of real property contiguous
to the real property being sold, provided that the following conditions
are met:
In the event that there is more than one owner with real property
contiguous to the real property being sold, said property shall be
sold to the highest bidder from among all such owners.
