From and after the passage of this chapter, no application for
a permit for the playing of bingo or for the holding of a raffle shall
be received, acted upon or approved by the Borough Council of the
Borough of Westville unless the said application shall be presented
by a legally authorized corporation or organization whose principal
place of business and address shall be within the corporate limits
of the Borough of Westville and whose address shall have been at the
same location for a period of at least three years prior to the date
when such application shall be presented for such permit.
