A.
Establishment. There shall be a Parks and Recreation Committee of
the Borough of Red Bank, which Committee shall consist of seven members,
plus two alternate members, who shall be designated at the times of
their appointment as "Alternate No. 1" and "Alternate No. 2," appointed
by the Borough Council. All members to be residents of the Borough.
An alternate member may participate in discussions of the proceedings
buy may not vote except in the absence or disqualification of a regular
member. A vote shall not be delayed in order that a regular member
may vote instead of an alternate member. In the event that a choice
must be made as to which alternate member is to vote, Alternate No.
1 shall vote first.

B.
Term. The Committee members first appointed shall be appointed as
follows: three members for a term to expire December 31, 1990; two
members for a term to expire December 31, 1991; and two members for
a term to expire December 31, 1992. Thereafter, all appointments shall
be for terms of three years and until the appointment and qualification
of their successors. Alternate members shall serve for a term of two
years, and until the appointment and qualification of their successors.
The terms of the alternate members first appointed shall be two years
for Alternate No. 1 and one year for Alternate No. 2, so that the
term of not more than one alternate member shall expire in any one
year. Appointments to fill vacancies shall be made in the same manner
as original appointments, and all such appointments shall be for the
unexpired term only. The members shall serve until their respective
successors are appointed and shall qualify. The members shall receive
no compensation for their services.

C.
Removal or vacancy. The Borough Council may remove any member for
cause, on written charges served upon the member, and after a hearing
thereon at which the member shall be entitled to be heard in person
or by counsel. Any member with three or more unexcused absences from
Committee meetings in any one year shall be presumed to have given
cause for removal. A vacancy on the Committee occurring for whatever
cause, shall be promptly filled for the unexpired term in the same
manner as an original appointment.
The Parks and Recreation Committee shall, after the initial
organization, reorganize annually in the month of February. It shall
elect a Chairman and Vice Chairman from among its members.
The Parks and Recreation Committee shall study and make recommendations
regarding recreation affecting Borough residents and undertake such
projects as requested by the governing body. Also, the Committee shall,
from time to time, as it deems desirable:

Recommend action to improve, maintain, equip and staff the playgrounds
and recreation places of the Borough.
B.
Recommend recreational programs, activities, exhibitions, games,
contests and the like for the recreation of residents.
C.
Recommend the adoption of suitable rules, regulations and bylaws
for the use of Borough recreational facilities and the conduct of
all persons while on or using same.
D.
Recommend the acquisition of property for recreation purposes.
The Parks and Recreation Committee shall not have the power
to expend public funds. The governing body will, in its discretion,
authorize expenditures it determines appropriate for recreation. All
financial records and financial matters, such as payroll and purchasing,
shall be maintained by and conducted through the usual Borough departments.
The Parks and Recreation Committee shall keep records of its
meetings and activities and shall make an annual report to the governing
body in December of each year.
