The boundary limits of the Borough of Derry are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

A.
On all portions of that highway known as Pennsylvania State Route 217 situate within the Borough of Derry, parking shall be governed by all Commonwealth of Pennsylvania, Department of Transportation, rules and regulations but for the following three exceptions:
(1)
Parking by commercial vehicles for the purpose of loading and/or unloading and customer parking for a maximum period of 30 minutes shall be allowed on the east side of Y Street between West Third Avenue and Kelly Way.
(2)
Parking by residents and their visitors shall be permitted on the north side of East Owens Avenue from Ramsey Way to Neely Way.
(3)
Parking by residents only on the west side of Clifton Street from Fourth Avenue to the alley known as Utts Way. Parking by residents only on the north side of East Second Street from North Chestnut Street to Ramsey Way.
B.
Parking a motor vehicle or tractor or any mobile unit of any description is hereby prohibited at all times on certain sides of certain portions of certain public ways situate within the Borough of Derry. The portions of the various public ways upon which parking is prohibited by this article are designated as follows:

C.
Parking a motor vehicle is permitted on those portions of those public ways set forth in this section situate within 500 feet of a house of worship during those periods:
(1)
Commencing at 6:00 a.m. and ending at 1:30 p.m. on each and every Sunday or religious holiday.
(2)
On those other occasions designated as a special event by the authorities of a particular house of worship, upon the express condition that written notice of the same detailing the date and times is provided to the Borough of Derry Police Department at least 72 hours before the commencement of the event.
Parking is hereby prohibited on all bridges located in the Borough at any and all times.

Parking shall be limited to a maximum of two hours in the following locations, and shall be prohibited between the hours of 3:00 a.m. and 7:00 a.m., prevailing time, in the following locations:

The following are hereby established as special purpose parking zones, and it shall be unlawful for any person to park any vehicle or tractor, or to allow the same to remain parked, in any such zone, except as specifically provided for such zone:

A.
It shall be unlawful for any person to operate any commercial vehicle, private vehicle or other tractor, trailer or tractor-trailer combination having a gross weight in excess of 18,000 pounds upon any primary roadway (highway, streets or avenues) or 10,000 pounds upon any secondary roadway (alley) or portion thereof in the Borough of Derry. This section shall not apply to making of local deliveries on any roadway or portion thereof.
B.
The parking of or allowing the parking of commercial vehicles, tractors, trailers, truck cabs or trailers with the capacity to haul in excess of one ton upon any highway, street or alley within the Borough of Derry for longer than 60 minutes between the hours of 7:00 p.m. and 6:00 a.m. is hereby prohibited. This prohibition shall include private vehicles, including commercial grade pickup trucks with a payload contained therein in excess of 4,000 pounds.
C.
The parking of straight trucks, box trucks, truck cabs or tractor-trailer combinations upon the highways, streets, avenues, alleys, public parking lots or upon any property used as or zoned as residential within the Borough of Derry is hereby prohibited, except when loading or unloading goods, wares and merchandise, in which the period of such parking shall be limited to one hour, except in the event of emergency or breakdown.

B.
Upon conviction, the person shall also be required to pay costs of prosecution in addition to the fine, provided it shall be the responsibility of the peace officers of the Borough to report to the Mayor all violations of any provisions of this article, indicating, in each case, the section thereof violated, the license number of the vehicle involved and the precise location of the offense.
