The Village Council may, from time to time, adopt a resolution determining that there is no present use nor foreseeable future need for certain real property owned by the Village and make such property available for sale, either public or private. A copy of the Village's resolution making real estate available for sale shall be posted on the bulletin board at the Village Hall for the purpose of informing the general public.
The Village Clerk shall accept bids or offers for real property which has been identified by the Village Council by resolution as being available for sale and shall present such bids or offers to the Village Council at its next regular or special meeting.
Upon receipt of an offer to purchase Village property the Village Clerk shall sign the offer acknowledging receipt of the offer being tendered. The Village Clerk's action shall not be binding upon the Village until accepted by the Village Council.
Except as otherwise provided by law:
A. 
The Village Council shall review and consider bids or offers made for the purchase of real estate owned by the Village which is available for sale, and after due consideration may accept, reject or refer the parcel for appraisal to better determine the value of the property.
B. 
If the Village Council accepts the offer, it must do so by a concurring vote of two-thirds of the elected council members.
The Village President and the Village Clerk shall authorize to execute and deliver a quitclaim deed to real property conveyed in accordance with this chapter.
