Collection and disposal of solid wastes produced by residential, commercial and industrial facilities in the Village shall be done in a manner consistent with the requirements of the policies of the Village established by the Village Council pursuant to this chapter in accordance with applicable state laws.
Every owner, occupant or person in possession of a residential premises in the Village shall be required to have accumulations of refuse removed and disposed of in accordance with this article and rules and regulations promulgated under this article. The Village shall provide for such refuse removal services for residential premises and there shall be paid to the Village the charges specified by the Village Council for such services. Every owner, occupant or person in possession of a nonresidential premises shall be responsible for storage, collection and disposal of his own refuse by any means authorized by law.
The Village contractor shall not be required to collect rubbish, construction waste, hazardous waste, industrial waste or other rubbish which is not generated from normal residential use of premises.[1]
