The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
INDIVIDUAL PARKING SPACE
A marked portion of the paved surface of a highway, street
or parking lot of sufficient size to accommodate a parked vehicle.
PARKING
The standing of any vehicle upon a public way or in a public
parking lot, whether or not such vehicle is occupied or not, or accompanied
by an operator.
PUBLIC PARKING LOT
An area designated and owned, administered or controlled
by the Village for use by the public for vehicular parking.
SNOW SEASON
A period of time beginning November 1 each year and continuing
until March 31, inclusively, of the following year.

The following violations shall be subject to the penalties set
forth:
A. Parking between 2:00 a.m. and 6:00 a.m. during snow season: $10.
C. Parking at other than an individual parking space under §
355-9: $10.
D. Parking where prohibited: $10.
The owner of every vehicle who allows, permits or suffers a
vehicle titled in his name or owned by him to be parked in violation
of this article shall be subject to the penalties for such violation
and for removal of the offending vehicle as provided in this article.
It shall be the duty of the Chief of Police or his subordinate officers to cause the removal of any vehicle parked in violation of §
330-7. Any vehicle parked in violation of §§
355-9,
355-11,
355-12 or
355-13, which the Chief of Police or his subordinate officers deem to constitute a traffic hazard, may be removed in the same manner as set forth in this section. Owners of vehicles removed under this section are responsible for the cost of vehicles removed.
Parking during snow season is prohibited during certain hours.
No person shall park any vehicle on a public way or in a public parking
lot between the morning hours of 2:00 a.m. to 6:00 a.m. during the
snow season.
The following highways and streets are established as regulated
parking areas:
A. Broadway between York Street to the north and Jefferson Street to
the south.
B. State Street between Disbrow Street to the west and Rowland Street
to the east.
Parking in regulated parking areas is limited by the following provisions, violation of which is subject to the penalty provided in §
355-4 and by removal of the offending vehicle as provided in §
355-6:
A. Parking shall only be in an individual parking space for a period
not in excess of one hour between the hours of 8:00 a.m. and 5:00
p.m. daily, except Sundays and holidays, unless such individual parking
space is designated by a sign limiting such space to fifteen-minute
parking or restricting such space for use by police vehicles only.
B. No vehicle shall be parked within the regulated parking area other
than to the right, parallel to the edge of the pavement and headed
in the direction of traffic, except in such areas where signs have
been erected permitting angle parking.
C. Where angle parking is permitted, no vehicle shall be parked in an
angle parking space if such vehicle has a length in excess of 22 feet.
D. No vehicle shall be parked in a manner so as to occupy more than
a single individual parking space.
E. No vehicle shall be parked in an area where signs are erected prohibiting
parking.
F. Unless otherwise prohibited by this article, no vehicle shall be
parked in a regulated parking area for a period in excess of 24 hours.
All highways and streets, except the regulated parking areas,
are established as controlled parking areas.
Parking in controlled parking areas is limited by the provisions of this article, violation of which is subject to the penalty provided in §
355-4 and subject to the removal of the offending vehicle as provided in §
355-6. Unless otherwise prohibited by this article, no vehicle shall be parked in a controlled parking area for a period in excess of 24 hours.
The parking of vehicles in Village parking lots is limited by the following provisions, violation of which is subject to the penalty provided in §
355-4 and subject to the removal of the offending vehicle as provided in §
355-6:
A. No vehicle shall be parked at the same location continuously for
a period in excess of 24 hours.
B. No vehicle shall be parked other than in an individual parking space.
C. No vehicle shall be parked in a manner so that it occupies more than
one individual parking space.
D. No vehicle shall be parked in a manner so that it impedes or blocks
the entry or the exit of another vehicle from an individual parking
space in a parking lot.
No person shall park a vehicle in an alley, except during loading or unloading while engaged in pickups or deliveries, for a period of longer than 15 minutes, unless goods or merchandise are actually and continuously being loaded or unloaded without interruption, and the vehicle is so parked that other users of the alley may freely pass within such alleyway. Violation of this section is subject to the penalty provided in §
355-4 and subject to removal of the vehicle as provided in §
355-6.
