The title of this article shall be "Saratoga County Empire Zone."
The purpose of this article is to authorize the submission of an application pursuant to General Municipal Law § 961 for designation of an Empire Zone in Saratoga County and to establish such zone upon receiving such designation.
The boundaries of the Saratoga County Empire Zone shall be as set forth and described in Schedule A and Schedule B annexed to this article and made a part hereof.[1]

A. 
The Saratoga County Empire Zone Administrative Board is authorized to contract with a community-based local development corporation to perform those duties that may be delegated pursuant to General Municipal Law § 963(b)(xii).
B. 
The Saratoga County Empire Zone Certification Officer shall be Chair of the Saratoga County Board of Supervisors and shall have and perform all of the powers and duties prescribed by law, including but not limited to those set forth in General Municipal Law § 963. Such person may not serve on the Administrative Board of the Saratoga County Empire Zone.
C. 
The Saratoga County Empire Zone Administrative Board is hereby established. Such board shall be composed of seven members appointed by resolution of the Saratoga County Board of Supervisors who meet the following qualifications:
(1) 
All members shall reside, own a business, or be employed within the boundaries of the County of Saratoga. The Chairperson of such board shall be the Chairman of the Economic Development Committee of the Saratoga County Board of Supervisors. One member shall be the owner of a local business and one member shall be a member (active or retired) of organized labor. One member shall be an employee or elected officer of a local educational institution. One member shall be a member of a community organization active in the zone area. One member shall be a representative of the residents who reside within the zone area.
(2) 
Such Board shall have those powers and duties set forth in Article 18-B of the General Municipal Law.
The Saratoga County Empire Zone Development Plan shall be prepared and adopted by the Saratoga County Board of Supervisors, with such plan to conform to the requirements set forth in General Municipal Law § 962.
