A. 
By Local Law 3-2000, the Saratoga County Board of Supervisors authorized an application for the designation of an Empire Zone relative to certain land within Saratoga County.
B. 
The County of Saratoga received Empire Zone designation from New York State on December 18, 2001.
C. 
It is the desire of the Saratoga County Board of Supervisors to authorize an application to revise the boundaries of the Saratoga County Empire Zone.
D. 
The Chair of the Board of Supervisors of Saratoga County is hereby authorized to submit an application to revise the boundaries of the Saratoga County Empire Zone to include the property described in Subsection E of this section.
E. 
The boundary of the Empire Zone, as described in Saratoga County Local Law 3-2000, shall be amended to be as set forth and described in Schedule A annexed to this section and made a part hereof.[1]

F. 
The Commissioner of the New York State Department of Economic Development is hereby requested to revise the boundaries of the Saratoga County Empire Zone in accordance with this section.
G. 
In all other respects, Saratoga County Local Law 3-2000 shall remain in full force and effect.
H. 
This section shall take effect on November 1, 2002, subject to the filing in the Office of the Secretary of State of the State of New York.

By Local Law 3-2000, the Saratoga County Board of Supervisors authorized an application for the designation of an Empire Zone relative to certain land within Saratoga County and by Local Law 4-2002 the Saratoga County Board of Supervisors authorized the redrawing of said boundaries of the Empire Zone.
B. 
The County of Saratoga received Empire Zone designation from New York State on December 18, 2001.
C. 
It is the desire of the Saratoga County Board of Supervisors to authorize an application to revise the boundaries of the Saratoga County Empire Zone.
D. 
The Chair of the Board of Supervisors of Saratoga County is hereby authorized to submit an application to revise the boundaries of the Saratoga County Empire Zone to include the property described in Subsection E of this section.

By Local Law No. 4-2002, adopted on October 15, 2002, the Empire Zone was expanded.
D. 
By Local Law No. 2-2003, adopted on June 17, 2003, the Empire Zone was expanded a second time.
E. 
It is the desire of the Saratoga County Board of Supervisors to authorize an application to revise the Saratoga County Empire Zone to include an additional 18.180 acres located in the towns of Halfmoon, Greenfield, Malta, Wilton, the City of Saratoga Springs, the Village of South Glens Falls and the Village of Waterford.
F. 
The County of Saratoga is hereby authorized to submit an application to revise the Empire Zone to include the property described in Subsection G of this section.
G. 
The boundary of the Empire Zone, as described in Local Law No. 3-2000, Local Law No. 4-2002, and Local Law 2-2003, shall be amended to be as set forth and described in Schedule A annexed to this section and made a part hereof.[1]

H. 
The Commissioner of the New York State Department of Economic Development is hereby requested to revise the boundaries of the Empire Zone in accordance with this section.
I. 
In all other respects, Local Law No. 3-2000, Local Law No. 4-2002, and Local Law No. 2-2003 shall remain in full force and effect.

A. 
The Saratoga Economic Development Corporation is hereby authorized and empowered to submit an application for redesignation of certain areas within Saratoga County as an Empire Zone; provided, however, that such authorization and empowerment shall be conditioned upon the concurrence, through property adopted resolutions with respect to such application, of the governing bodies of any and all cities, towns and villages in which such zone is located.
B. 
The boundaries of said areas to be included in said Empire Zone shall be as set forth in Schedule A, which is attached hereto and made a part hereof.[1]

C. 
Pursuant to requirements of § 963(a) of the General Municipal Law, the Chair of the Saratoga County Board of Supervisors shall serve as the Local Empire Zone Certification Officer of the Saratoga County Empire Zone and shall, pursuant to the regulations promulgated pursuant to Article 18-B of the General Municipal Law, perform the following duty, to wit: certify, jointly with the New York State Commissioner of Economic Development and the New York State Commissioner of Labor, those businesses enterprises that are eligible to receive those benefits referred to in § 966 of the General Municipal Law, and any other applicable statutes.
D. 
Pursuant to Article 18-B of the General Municipal Law, the Local Empire Zone Administrative Board as presently constituted is hereby continued. The Local Empire Zone Administrative Board, pursuant to § 963(a) of the General Municipal Law, as amended, shall approve for certification by the Zone Certification Officer, the New York State Commissioner of Economic Development, and the New York State Commissioner of Labor of the applications of those businesses eligible for certification to receive the benefits referred to in § 966 of the General Municipal Law and shall perform all other duties required of it pursuant to § 963(b) of the General Municipal Law.

The Saratoga County Board of Supervisors approves the allocation of zone lands for the proposed expansion of the QUAD/Graphics manufacturing project for a regionally significant project as determined by the Zone Administrative Board and the New York State Department of Economic Development, said empire zone acreage to constitute the following property description:
City of Saratoga Springs QUAD/Graphics Empire Zone
ALL THAT CERTAIN TRACT, PIECE OF PARCEL OF LAND SITUATE in the City of Saratoga Springs, County of Saratoga, State of New York, lying generally north of Geyser Road and south of Duplainville Road, and being more particularly descried as follows:
Being an irregular shaped parcel identified on the 2005 Tax Maps of the City of Saratoga Springs as and containing the following Tax Map Parcels:

The Saratoga County Empire Zone Administrative Board requests that the New York State Commissioner of Economic Development approve this addition to the Saratoga County Empire Zone as described in Subsection A.

The Saratoga County Board of Supervisors approves the allocation of zone lands for the proposed expansion of the DC Sports manufacturing project for a regionally significant project as determined by the Zone Administrative Board and the New York State Department of Economic Development, said empire zone acreage to constitute the following property description:
City of Mechanicville DC Sports Empire Zone
ALL THAT CERTAIN TRACT, PIECE OR PARCEL OF LAND SITUATE in the City of Mechanicville, County of Saratoga, State of New York, lying generally at the intersection of the east line of Hudson Street with the north line of Hill Street, and being more particularly described as follows:
Being an irregular shaped parcel identified on the 2005 Tax Maps of the City of Mechanicville as and containing the following Tax Map Parcel: 262.61-2-14.
B. 
The Saratoga County Empire Zone Administrative Board requests that the New York State Commissioner of Economic Development approve this addition to the Saratoga County Empire Zone as described in Subsection A.

ALL THAT CERTAIN TRACT, PIECE OR PARCEL OF LAND SITUATE in the Town of Waterford, County of Saratoga, State of New York, lying generally at the intersection of the east and west of Hudson River Road, and being more particularly described as follows:
Being an irregular shaped parcel identified on the 2006 Tax Maps of the Town of Waterford as and containing the following Tax Map Parcels: 286.00-1-56, 286.00-1-39.12 and 286.00-1-15.1.
B. 
The Saratoga County Empire Zone Administrative Board requests that the New York State Commissioner of Economic Development approve this addition to the Saratoga County Empire Zone as described in Subsection A.

Town of Stillwater — Advanced Micro Devices, Inc. Empire Zone

Town of Malta — AMD Fab Technologies US, Inc. Empire Zone
ALL THAT CERTAIN TRACT, PIECE OR PARCEL OF LAND SITUATE in the Town of Malta, County of Saratoga, State of New York, lying generally north and east of Hermes Road, Malta, and being more particularly described as follows:

Being an irregular shaped parcel identified on the 2007 Tax Maps of the Town of Stillwater as and containing the following Tax Map Parcel: 241.00-1-3.

The Saratoga County Board of Supervisors requests that the New York State Commissioner of Economic Development approve this addition to the Saratoga County Empire Zone as described in Subsection A.

The Saratoga Economic Development Corporation is hereby authorized and empowered to submit an application for revision of certain areas within the Saratoga County Empire Zone; provided, however, that such authorization and empowerment shall be conditioned upon the concurrence, through properly adopted resolutions with respect to such application, of the governing bodies of any and all towns and villages in which such zone is located.

The boundaries of said areas to be included in said Empire Zone as so revised shall be as set forth in Schedule A, which is attached hereto and made a part hereof.[1]

The proposed revisions to the boundaries of the Saratoga County Empire Zone are within Area 4 of the said Empire Zone, and are generally as shown on the map attached hereto as Exhibit 1. The existing Area 4 is outlined on said map, and the proposed revised Area 4 is shown as the shaded area.[2]

D. 
The Empire Zone Designation Board is hereby requested to revise the boundaries of the Empire Zone in accordance with this section.
