A. 
Prior to establishing any scale of charges for the collection, conveyance, treatment, and disposal of sewage, the Saratoga County Sewer Commission shall hold at least one public hearing thereon.
B. 
Notice of such public hearing shall be given by publishing a notice thereof in the official County newspaper(s) of Saratoga County, and on Saratoga County's website, not less than five nor more than 10 days before the date set for the public hearing. The notice shall specify the time and place of the public hearing and shall contain a schedule of the proposed scale of charges and the date or dates on which the proposed sewer rents shall become effective. The public hearing shall be held in the Chambers of the Saratoga County Board of Supervisors, 40 McMaster Street, in the Village of Ballston Spa, New York, and shall be conducted by the Chairman of the Saratoga County Sewer Commission or his designee.

After conducting the public hearing as hereinbefore provided, and any subsequent public hearings which the Sewer Commission shall thereafter hold, the Sewer Commission shall establish the scale of charges for the collection, conveyance, treatment and disposal of sewage. Notice of such established scale of charges shall be published in the official newspaper(s) of Saratoga County and on Saratoga County's official website. Such notice shall also contain a notice of the right to appeal the proposed scale of charges or any part thereof to the Saratoga County Board of Supervisors. The Sewer Commission shall file a copy of the scale of charges with the Clerk of the Board of Supervisors on or before the first date of publication.

Prior to the confirmation of any such scale of charges by the Saratoga County Board of Supervisors and within 10 days following the publication of the notice required by § 260-6 hereof, any aggrieved person may appeal such scale of charges to the Saratoga County Board of Supervisors. Such ten-day period shall be computed from the date of the last publication in the official newspaper or newspapers in which such notice is required to be published. The appeal shall be made by filing, within the prescribed limit therefor, on any business day between the hours of 9:00 a.m. and 4:30 p.m. in the office of the Clerk of the Saratoga County Board of Supervisors, a written notice specifying the item or items with which the aggrieved party disagrees and the basis of such aggrievement. Such notice shall set forth the name and mailing address of the aggrieved party. The Clerk of the Board of Supervisors, within two business days following the expiration of the ten-day period during which appeals may be filed, shall forward true copies of such appeals filed in the office of the Clerk to the members of the Sewer Commission, the members of the Saratoga County Board of Supervisors, and the County Attorney.
B. 
The Saratoga County Board of Supervisors shall consider the scale of charges and all appeals thereof at its next regularly scheduled meeting held at least five business days following the expiration of the period limited to the filing of appeals, or at any subsequent special meeting called for such purpose. The Saratoga County Board of Supervisors shall thereafter act upon the proposed scale of charges and on all appeals in one of the following manners:
(1) 
By confirming the scale of charges as established by the Sewer Commission by a general resolution;
(2) 
By amending the scale of charges and confirming the scale of charges as amended by general resolution; or
(3) 
By committing the scale of charges to the Sewer Commission for further study and consideration.
