Pursuant to the authority of § 1650(d) of the Vehicle and Traffic Law of the State of New York, no vehicles shall be parked or abandoned on County highways of the County of Saratoga during snowstorms, floods, fire or other public emergencies, or left unattended where they constitute an obstruction to traffic, or any place where stopping, standing or parking is prohibited.
Whenever any vehicle shall be parked or abandoned in violation of this article, such vehicle may be removed and transported to some suitable place of storage by the Sheriff of Saratoga County, the County Superintendent of Highways, or by anyone duly designated by them. The removal shall be at the risk of the owner or operator of the vehicle, who shall also be responsible for the payment of reasonable charges for such removal and storage.
