There is established in the Township of Manchester a Department
of Finance. The Department of Finance shall be headed by the Chief
Financial Officer of the Township of Manchester.

The Department of Finance shall be headed by
the Director of Finance, who may also be the Chief Financial Officer
and who shall be appointed by the Mayor with the advice and consent
of the Council as provided by N.J.S.A. 40:69A-1 et seq.

The position of Comptroller is hereby established for the Township
of Manchester. The Comptroller shall be appointed by the Mayor and
assist the Chief Financial Officer in the day-to-day operation of
the Finance Office. The Comptroller reports to the Chief Financial
Officer and acts as the head of the Division of Finance.

The Department of Finance shall consist of the following divisions,
which shall have the following functions and responsibilities:
A. Division of Treasury, which shall be supervised by
the Chief Financial Officer, and which shall have those duties and
responsibilities imposed by law upon the office of Chief Financial
Officer.
B. The Division of Revenue Collection, which shall be
supervised by the Tax Collector, who shall have those duties and responsibilities
imposed by Title 54 of the Revised Statutes and other appropriate
law upon the Office of Tax Collector.
C. The Division
of Personnel, which shall be responsible for the establishment and
administration of all personnel practices and procedures within the
municipality, including but not limited to matters related to hiring,
discipline, discharge of employees, all matters related to collective
bargaining and the assignments of employees among the various departments.
The Business Administrator shall be immediately made aware of any
and all disciplinary matters.
