Except for those periods authorized by Subpart 6A for metered parking,
the following are established as permit parking lots only at all times:

1.
The monthly rate for parking permits shall be established and amended
from time to time by resolution of Council. Rental for a partial month
will be prorated at the monthly rate. No refunds for an unused portion
of a month will be made. The Borough Manager, or other authorized
agent, shall procure and sell monthly parking permits in the applicable
quantities for the permit lots. The Borough Manager is authorized
to promulgate procedures for administration not in conflict with this
Part.
2.
The valid parking permit shall always hang from the interior rearview
mirror of a vehicle while the vehicle is parked in a permit lot space.

Holding and displaying a valid permit while parked in a permit
lot shall exempt the operator of the parked vehicle from any hour,
registration, payment, and rate requirements and restrictions contained
in Subpart 6A which may otherwise be applicable to the parked vehicles;
provided, however, that all other requirements and restrictions remain
applicable to parked vehicles.
