Not more than three dogs or three cats and not more than 10 rabbits shall be kept by any one person, in any one place or in any one property within the Borough except under a permit given by the Board of Health. The total number of animals allowed shall not include puppies, kittens or rabbits less than 14 weeks of age. Dog kennels shall be subject to regulations of the state.
A. 
When any person has been bitten by a dog, that fact shall be reported to the Borough Health Officer, together with the name of the owner of the dog, if known, by the person bitten or a member of his family, and the dog shall be confined for at least 10 days, unless sooner released by order of the Health Officer.
B. 
If the same dog shall for the second time bite a person, in that case, the Health Officer shall, if he thinks advisable, notify the owner or person in charge of the dog to confine the dog during its life-time.
