The provisions of this chapter shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
Wherever a space shall be marked off, in any appropriate manner,
on the surface of any street, highway or public parking lot for the
parking of an individual vehicle, every vehicle there parked shall
be parked within the markings designating such space.
