All traffic and parking regulations of a permanent nature shall
be enacted as ordinances or as parts of ordinances, as amendments
to this Chapter of the Bloomsburg Code of Ordinances.

The police officers of the Town are hereby given authority to
direct traffic on the highways of the Town and at intersections thereof.

1. Any request to close a street or a portion thereof, not related to parade routes or assemblages (see §
6-201 et seq.), must be submitted in writing to the Police Department of the Town of Bloomsburg on a form to be provided by the Town of Bloomsburg. All requests shall be reviewed by the Chief of Police of the Town of Bloomsburg, or his or her designee. Upon approval, the applicant shall be notified of the applicable fee, which shall be set by resolution of Town Council from time to time. Upon payment of the applicable fee, a street closure permit shall be issued by the Police Department of the Town of Bloomsburg.
2. Every applicant shall agree to indemnify and to save and hold harmless
the Town of Bloomsburg, its officers, employees, consultants, and
agents from any and all costs, damages, and liabilities which may
accrue or be claimed to accrue by reason of such street closing under
the provisions of this section. The acceptance of any permit under
this section shall constitute such an agreement by the applicant,
whether the same is expressed or not.
3. Penalty. Any person who closes or blocks a street or portion thereof
without first having obtained a street closure permit in accordance
with the provisions of this section shall, upon conviction in a summary
proceeding, be sentenced to pay a fine not to exceed $1,000, together
with costs of prosecution, to be paid to the use of the Town of Bloomsburg,
or to be imprisoned for not more than 10 days, or both.
