No person, whether as principal or agent, servant or employee, clerk or otherwise, shall use or permit to be used any land or road as a dumping ground for litter, garbage, ashes, trash, debris, rubbish, wastepaper, motor vehicle junk and other refuse matter; nor shall any person in any way establish a dump within the limits of the Township.
Any person who violates or fails or refuses to comply with the provisions of this article shall be liable to a penalty as provided in § 1-3, General penalty, of the Code of the Township of Harding.
