A Length of Service Award Program (LOSAP) is herewith established
in accordance with Chapter 388 of the Laws of 1997, to reward members of the volunteer fire company and volunteer
ambulance squad for their loyal, diligent, and devoted services to
the residents of Quinton Township.
The LOSAP shall provide for fixed annual contributions to a
deferred income account for each volunteer member that meets the criteria
set forth below; that such contributions shall be made in accordance
with a plan that shall be established by Quinton Township pursuant
to P.L. 1997, c. 388; and that such plan shall be administered in accordance
with the laws of the State of New Jersey, the U.S. Internal Revenue
Code, and this chapter.
The estimated cost for regular annual services if all 21 current
members earned the maximum contribution is $24,150 per year. This
would increase by $1,150 for each additional member who earned enough
points to receive the maximum amount during a year.
Each active volunteer member shall be credited with points for
volunteer services provided to the volunteer fire company/Volunteer
Ambulance Corp., Inc., in accordance with the following schedule:
A. Training classes: Maximum 25 points annually; one point per training
hour. This includes but is not limited to, company or Corp., Inc.,
sanctioned events, such as:
B. Drills: Maximum 20 points annually; two points per drill (attendance
and participation required).
C. Meetings: Maximum 12 points annually; one point per meeting which
may be a regular, special, or relief meeting. A delegate to the firefighters
convention may add one point per meeting above maximum allowed.
D. Special assignment/extra credit details: Maximum 15 points annually;
one point per assignment or detail, and the matter must be a company
or squad function or receive the approval from two officers of the
appropriate organization in charge.
E. Elected or appointed office: five points annually. An elected or
appointed officer shall mean chief; assistant chief; captain of fire
company, president, vice president, trustee, ambulance captain, ambulance
co-captain, delegate to First Aide Council, treasurer, or secretary
who have completed one full-year term. This includes, but is not limited
to the positions named.
F. Attendance at emergency calls: Maximum 50 points annually. An emergency
call shall be defined as an on-scene response to a 911 dispatch (attendance
and participation required):
(1) Ten percent to 25%: 15 points.
(2) Twenty-five percent to 60%: 40 points.
(3) Sixty-one percent to 100%: 50 points.
An active volunteer member is defined as a person who has been
so designated by the governing board of a duly created emergency service
organization and who is faithfully and actually performing volunteer
services in that organization. That volunteer must be a member in
good standing with the fire company or Ambulance Corp. Inc.
Credit for prior years' service shall be granted to current,
active volunteer members. Credit shall be limited to not more than
10 years of active service preceding the creation of the within mentioned
program. No contribution shall be given for prior years of service.
This chapter shall not take effect unless it is approved by
the voters of Quinton Township as a public question at the next general
election.
