A. 
The Wicomico County Recreation and Parks Commission is hereby created and established to serve in an advisory capacity to the Director of the Department of Recreation, Parks and Tourism.
B. 
The Wicomico County Recreation and Parks Commission shall consist of not more than 15 members, to be appointed by the County Executive and confirmed by the county council of Wicomico County, who have demonstrated an interest in recreation in the county.
C. 
Each member appointed or reappointed shall serve a three-year term or until a successor is appointed.
D. 
Vacancies occurring prior to expiration of a term shall be filled in the same manner as an original appointment.
A. 
The Wicomico County Recreation and Parks Commission shall act in an advisory capacity to the Director of Recreation, Parks and Tourism and shall review and make recommendations to the Department and Director with respect to:
(1) 
All matters concerning comprehensive planning, policy interpretation, budgeting, operations, maintenance, capital improvements, as well as the formulation of plans and policies for public recreation, the establishment of recreation programs and the creation of recreation policies.
(2) 
The creation of a comprehensive plan identifying acquisition, development and rehabilitation projects to support the public's demand for access to athletic facilities, play areas, tidal tributaries, freshwater ponds, and natural areas in the form of neighborhood, community and county-wide parks. It shall ensure that these sites are well maintained and distributed throughout the county to best serve all residents.
(3) 
The utilization of all available facilities to provide programs to all age groups, races, sexes and mental abilities.
(4) 
The Board may review the Department of Recreation, Parks and Tourism's recreation and parks budget in an advisory manner with the Director of the Department with special regard to the institution of new activities and programs where deemed advisable or the discontinuance of old features if such is desirable.
B. 
The Commission shall support the missions and initiatives of the Tourism Board and the Wicomico County Youth and Civic Center.
A. 
The officers of the Commission shall be a Chairman, Vice Chairman and a Secretary. The officers, with the exception of the Secretary, shall be elected from among the commission's membership. The election shall be at the June meeting of the Commission, and the officers shall serve for terms of one year, beginning July 1, or until their successors are elected and qualified.
B. 
The Chairman shall preside at all meetings of the Commission. He/she shall represent the Commission at all activities where his/her presence is desirable or necessary. He/she shall represent the commission on the Department of Recreation, Parks and Tourism's Board of Directors. In consultation with the Director of the Department of Recreation, Parks and Tourism, the Chairman may appoint from time to time, committees, standing or special, as may be authorized by the Commission.
C. 
The Vice Chairman shall perform the duties of the Chairman in the Chairman's absence or incapacity, and in case of the resignation or death of the Chairman, the Vice Chairman shall perform such duties as are imposed upon the Chairman until such time as the board shall elect a new Chairman. The Vice Chairman shall represent the Commission on the Department of Recreation, Parks and Tourism's Board of Directors.
D. 
The secretary shall be a staff member assigned by the Director of Recreation, Parks and Tourism to record the minutes of each meeting and maintain such other records as may be from time to time, designated by the Board.
E. 
Should the office of Chairman or Vice Chairman become vacant. The Board shall select a successor from its membership at the next regular meeting, and such selection shall be for the unexpired term of said office.
A. 
The Commission shall hold regular monthly meetings. Members of the Commission shall be required to attend a minimum of 60% of these meetings per year. Special meetings may be held at any time or place at the call of the Chairman or upon the written request of two members of the Commission.
B. 
Five members of the Commission shall constitute a quorum at every meeting.
C. 
At all regular meetings of the Commission, the following shall be the order of business:
(1) 
Roll call;
(2) 
Reading and acting upon the minutes of the previous meeting;
(3) 
Report of the Director of Recreation, Parks and Tourism;
(4) 
Reports from other staff members;
(5) 
Report of any committees meeting during the month;
(6) 
Unfinished business;
(7) 
New business.
The Commission may adopt reasonable rules and regulations as necessary to accomplish its purpose and to conduct its business.
