A. 
The Wicomico County Tourism and Civic Center Commission is established.
B. 
The Wicomico County Tourism and Civic Center Commission will consist of no more than 11 members, to be appointed by the County Executive and confirmed by the County Council, who have demonstrated an interest in the Civic Center or the promotion of tourism in Wicomico County.
C. 
For the first terms, one-third of the appointed members will be appointed for an initial term of one year, one-third will be appointed for an initial term of two years and one-third will be appointed for an initial term of three years. After the initial terms, each member appointed or reappointed will serve three years or until a successor is appointed.
D. 
At least two members of the Commission must be members of the Wicomico County Hotel Motel Association or represent Wicomico County hotel properties.
E. 
Vacancies occurring prior to expiration of a term must be filled in the same manner as an original appointment.
A. 
The Commission serves in an advisory capacity to the Director of the Department of Recreation, Parks and Tourism. It reviews and makes recommendations on matters concerning comprehensive planning, policy interpretation, budgets, operations, capital improvements as they relate to fulfilling the Department's and the Civic Center's respective vision and mission.
B. 
The Commission will advocate for both the Civic Center and Wicomico County to become a destination for meetings, conventions, events, entertainment, tours, travel, and leisure.
C. 
The Commission will support the overall mission and initiatives of the Department of Recreation, Parks and Tourism, which includes the Recreation and Parks Commission, in order to enhance the quality of life for citizens of Wicomico County.
D. 
In consultation with the Director of Recreation, Parks and Tourism, the Chairman may appoint from time to time, committees, standing or special, as may be authorized by the Commission.
A. 
The officers of the Commission will be a Chair, Vice Chair, and a Secretary. The officers, with exception of the Secretary, must be elected from the Commission's membership. The election will be at the June meeting of the Commission, and the officers will serve for a term of one year, beginning July 1, or until their successors are elected and qualified.
B. 
The Chair must preside at all meetings of the Commission. The Chair will represent the Commission at all activities where the Commission's presence is desirable or necessary.
C. 
The Vice Chair will perform the duties of the Chair in the Chair's absence or incapacity, and in case of the resignation or death of the Chair, the Vice Chair will perform such duties as are imposed upon the Chair until the Commission elects a new Chair.
D. 
The Secretary will be a staff member assigned by the Director of Recreation, Parks and Tourism to record the minutes of each meeting and to maintain other records as may be from time to time designated by the Commission.
E. 
Should the office of Chair or Vice Chair become vacant, the Commission must select a successor from its membership at the next regular meeting, and the selection will be for the unexpired term of the office.
A. 
The Commission must meet at least quarterly. Special meetings may be held at any time or place at the call of the Director of Recreation, Parks and Tourism or the Chair, or upon the written request of two members of the Commission.
B. 
Members of the Commission must attend 60% of meetings per year.
C. 
A quorum of five members of the Commission is required to hold a meeting.
D. 
At all regular meetings of the Commission, the following will be the order of business:
(1) 
Roll call;
(2) 
Reading and acting upon the minutes of the previous meeting;
(3) 
Reports from the Tourism Manager and Civic Center Manager;
(4) 
Reports from the Director of Recreation, Parks and Tourism or other staff members;
(5) 
Unfinished business; and
(6) 
New business.
The Commission may adopt reasonable rules and regulations necessary to accomplish its purpose.
