Any individual, entity and/or property owner constructing and/or improving any residential building shall be required to apply to the City of Nanticoke Code Enforcement Department and obtain a permit for the following construction and/or improvements: new home construction; erection of manufactured, modular, or mobile homes; alterations or renovations to an existing home; additions; reroofing; siding; drywall or plastering; floor or wall tiling; cabinets, trim, and countertops; stoves and fireplaces; spas and hot tubs; sun rooms; decks; porches and steps; concrete patios and slabs; patio roof structure; fences over six feet; retaining walls; attached and detached garages; driveway cuts; paving and repaving of driveways and parking areas; in-ground and aboveground swimming pools with a depth in excess of 24 inches; storage sheds exceeding 200 square feet; signs; electrical services and wiring; new and replacement heating and air-conditioning systems; plumbing except changing fixtures, repairs to faucets and traps, and clearing of the blockages of drains; earthmoving and grading; and demolition.
Any individual, entity and/or property owner failing to obtain a permit as required by the provisions of this article shall be guilty of a summary offense and shall be subject to a fine not to exceed $1,000 per violation and costs and, in default of payment of such fine and costs, be imprisoned in the county jail for a period not exceeding 90 days.
