The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Full chains, strap chains and other types of chains mounted
on both rear wheels of a motorized vehicle.
Any City employee designated from time to time by the managing
director as the Emergency Coordinator.
Any precipitation depositing and accumulation on the streets,
including snow, sleet, hail, ice and freezing rain.
A state of highway conditions that are hazardous and dangerous
to vehicular and pedestrian traffic and so declared by the Emergency
Coordinator.
All streets in the City so designated and marked.
Tires having treads designed for use in snow, which tires
must be in such condition as to serve the purpose for which they are
declared.
All self-propelled motorized vehicles using City streets
and highways.
B.
All streets designated as snow emergency routes shall be posted with
suitable signs which shall bear the words "Snow Emergency Route" at
intervals not exceeding 1,500 feet.
C.
When in the opinion of the Emergency Coordinator the actual or expected
precipitation of snow will create hazardous or dangerous highway conditions
for vehicular or pedestrian traffic, he shall have authority to declare
a snow emergency.

The Emergency Coordinator's Office shall immediately inform the public
of the snow emergency by issuing a press release to the local radio,
television and news services.
D.
One hour after a snow emergency has been declared and during its
existence:
(1)
No vehicle shall be parked on a snow emergency route unless the snow
emergency route signs permit certain parking.
(2)
Any person who drives a vehicle without chains or snow tires upon
any street designated as a "snow emergency route" and such vehicle
becomes stalled or incapable of moving under its own power or who
leaves such vehicle unattended shall be in violation of this article
and shall be subject to the penalties set forth below.
(3)
Any vehicle parked, stalled, incapable of moving under its own power
or left unattended upon any street designated as a "snow emergency
route" may be removed or towed away to any other location, at the
owner's expense, by the Police Department or any person authorized
by the Emergency Coordinator.
(4)
The Emergency Coordinator may declare any snow emergency route or any part of a snow emergency route to be free from restrictions herein imposed when, in his opinion, the weather or street conditions warrant such an exclusion. The Emergency Coordinator shall give notice of this determination in the manner provided for in Subsection C(1) above.
(5)
All sidewalks in the City will be cleared of snow 2/3 the distance
from the property line or building to the curb; the snow will be piled
on the uncleared section except where there is room on the property
side where the snow will be piled. It will be a violation for anyone
to throw the snow into the street while clearing any sidewalk, driveway
or area at any service station or any place in the City.
Any driver or owner violating the provisions of this article
shall, upon conviction before a Magisterial District Judge, pay a
fine of $15 together with costs of prosecution and, in default of
payment, undergo imprisonment for not more than 15 days.
