1. 
It shall be unlawful for any person to hold or conduct any street parade, procession, meeting or assemblage on any street in the Borough, without first obtaining a permit. Application for the permit shall be made at least 60 days in advance of the date of the event by the person or persons organizing or in charge of the activity. The application shall set forth the following information:
A. 
The name of the organization requesting the permit and/or sponsoring the event.
B. 
The address of the organization named in Subsection 1A above.
C. 
The name, address and telephone number of the persons in charge of the event for the organizations listed in Subsection 1A above.
D. 
A complete description of the event.
E. 
The date and time of the event.
F. 
The purpose of the event.
G. 
A description of the requested procession or parade route or a description of the place of the proposed meeting or assemblage.
H. 
The anticipated number of participants.
I. 
The anticipated number of spectators.
J. 
Description and statement of all fees and charges to participants, advertisers and others.
K. 
Description of the type and intensity of advertising or promotion of the event, including specific reference to commercial radio or television coverage.
L. 
Description of the prizes to be awarded.
M. 
Description of the location and capacity of any reviewing stands.
N. 
Description of any assistance or support requested or expected to be received from the Borough, excluding financial support.

Council may, by resolution from time to time, require additional information to be submitted as a part of the application.
3. 
The application shall be submitted to the Chief of Police who shall initially review and approve the permit before submitting the same to Council for final review and approval.

In order to avoid or prevent interference with or obstruction of the lawful use of the streets, and for the preservation of peace and good order, the Borough shall have the authority to specify in the permit the time and place of the proposed assemblage or meeting on the Borough streets and/or the time and place of starting and concluding a parade or procession as well as the route to be used. The initial determination of the time and place or the route, as the case may be, shall be done by the Chief of Police, prior to submission of the application to Council.

Council may, by resolution, prescribe additional permit requirements to include such items as general liability insurance, participants' liability insurance and escrow deposits to defray any costs incurred by the Borough as expenses or damages. Council may, in its discretion on proper cause being shown, waive any permit requirements or conditions promulgated under the authority of this Part.
3. 
All plans, requirements and conditions of the permit must be finalized and completed 30 days prior to the event. Minor changes may be permitted in the 30 to fifteen-day period prior to the event, but no changes or alterations shall be permitted within the fifteen-day period prior to the event.

This Part shall not apply to:
A. 
Funeral or religious processions.
B. 
Military drills or exercises.
C. 
Student processions or assemblages that are under the direct supervision of school teachers or school authorities.
D. 
Political processions, meetings or assemblages not occurring on Borough streets.

1. 
The responsible persons of the organization or entity conducting or in charge of the assemblage, meeting, procession or parade shall be specifically responsible for the event to occur at the time and place or use the route specified in the permit. Any such failure to comply with the permit shall constitute a violation of this Part.
2. 
Any person who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.

In the interests of the public health, safety and welfare, the following regulations are added as additional requirements for the issuance of street parade and public gathering permits in accordance with this Part:
A. 
Each applicant shall provide general public liability insurance protection naming the Borough of Quakertown as an insured party.
B. 
Council may, at its discretion on proper cause shown, waive or otherwise modify any of the above requirements.
