Words and phrases, when used in this chapter, except for sections or parts to which different or additional definitions apply, shall have the meanings ascribed to them in the Vehicle Code (the Act of June 17, 1976, P.L. 162 No. 81), as amended, except that, in this chapter, the word "street" may be used interchangeably with the word "highway" and shall have the same meaning as the word "highway" as defined in the Vehicle Code.

The term "legal holidays," as used in this chapter, shall mean and include: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.

In this chapter, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.

Although the streets in the Borough run generally in a northeast-southwest and a northwest-southeast direction, for the purpose of this chapter, North Street and the streets running parallel or generally parallel to North Street shall be deemed to run in a north-south direction, and Broad Street and the streets parallel or generally parallel to Broad Street shall be deemed to run in an east-west direction.
5. BATTERY ELECTRIC VEHICLE ELECTRIC VEHICLE ELECTRIC VEHICLE CHARGING STATION (EVCS) HYBRID ELECTRIC VEHICLE (HEV)
The following definitions shall apply for this chapter:
Any vehicle that operates exclusively on electrical energy from an off-board source that is stored in the vehicle's batteries and produces zero tailpipe emissions or pollution when stationary or operating.
Any vehicle that is licensed and registered for operation on public and private highways, roads, and streets; either partially or exclusively, on electrical energy from the grid, or an off-board source that is stored on board via a battery for motive purpose, including, but not limited to, battery electric vehicles and plug-in hybrid electric vehicles.
A public parking space that is served by battery charging station equipment that has as its primary purpose the transfer of electric energy (by conductive or inductive means) to a battery or other energy storage device in an electric vehicle. Such spaces shall be solely used for the charging of electric vehicles.
Any vehicle powered by an internal combustion engine in combination with one or more electric motors which operate exclusively on energy from an off-board source stored on board via a battery for motive purpose.
