All resolutions of the Municipality of Norristown that pertain to the establishment of an Information Technology Committee, or the appointment of members thereto, adopted prior to the date of this Resolution No. 09-125, including but not limited to Resolution Nos. 02-117, 02-118, 02-122 and 03-109, are hereby repealed in their entireties.
A committee is hereby created, to serve at the pleasure of the Municipal Council, which shall be called the "Norristown Information Technology Committee." The Information Technology Committee shall advise and make recommendations to Council regarding ways to enhance communications to residents, businesses, visitors and investors via the Internet.
The Information Technology Committee shall consist of five members with special knowledge or interest in the information technology field, each of whom shall be a resident of the Municipality of Norristown, and each of whom shall serve without compensation. The members of the Information Technology Committee shall be appointed by the Norristown Municipal Council. Members of the Information Technology Committee shall serve terms of five calendar years, except that the initial five members of the Information Technology Committee shall be appointed such that one member shall serve a term expiring on December 31, 2009; one member shall serve a term expiring on December 31, 2010; one member shall serve a term expiring on December 31, 2011; one member shall serve a term expiring on December 31, 2012; and one member shall serve a term expiring on December 31, 2013, all as designated by the Norristown Municipal Council. Members may be reappointed by the Norristown Municipal Council for additional terms of five calendar years.
The Information Technology Committee shall meet on a monthly basis, or more frequently, as required by the Council. A quorum of the Information Technology Committee shall be three members, and an affirmative vote of a majority of those members attending a meeting shall be required to take affirmative action.
The Information Technology Committee shall choose its own Chairperson and Vice Chairperson, who shall serve terms of one year. Written minutes shall be kept of each regular meeting of the Committee and shall be provided to the Municipal Administrator for presentation to the Municipal Council. A designated member of the Information Technology Committee shall report to the Municipal Council when the Information Technology Committee deems it appropriate to advise the Council regarding its actions or when the Municipal Council requests a report from the Information Technology Committee.
