No person shall launch (nor knowingly permit the launching), moor, dock or operate, upon the waters of Lake Candlewood within the limits of the Town of Brookfield, any vessel equipped with a marine sanitation device (MSD), unless:
A. 
Such MSD is designed and operated to prevent the overboard discharge of sewage, treated or untreated, or of any waste derived from sewage; or
B. 
Its MSD not meeting the requirements of Subsection A shall, prior to launching, have been securely sealed and made visibly inoperative so as to prevent its use.
All vessels located upon the waters of Lake Candlewood within the limits of the Town of Brookfield shall be subject to inspection by any duly elected or appointed Town or state law enforcement officer for the purpose of determining whether such vessels are in violation of the provisions of this chapter.
No person shall deposit, dump, throw, abandon, discard, discharge, place or cause to be deposited, dumped, thrown, abandoned, discarded, discharged or placed upon or in the waters of Lake Candlewood, or any of its tributaries, or upon the frozen surface thereof, within the Town of Brookfield, whether from a vessel or otherwise, any litter, including sewage, garbage, rubbish, refuse, trash, debris, abandoned properties, waste material, human excrements or any nauseous or offensive matter.
Any person who violates any provision of § 216-1 of this chapter shall be subject to a fine of $25 for each offense.
Any person who violates any provision of § 216-3 of this chapter shall be fined $10 for the first such offense and not more than $100 for each subsequent offense.
