The terms, phrases and words used in and for the purpose of this article shall have the same meaning as set forth in N.J.S.A. 39:1-1.

It shall be unlawful for any person to park on any highway or municipal property in the same place within the Borough of Edgewater a motor vehicle for a period in excess of 72 consecutive hours.
A. 
Whenever any member of the Police Department, Borough of Edgewater, finds a motor vehicle which has been parked contrary to the provisions of this article, such officer shall provide for the removal of such vehicle without the necessity of notice prior to such removal. The owner of such motor vehicle shall pay reasonable costs of removal and storage as established by the Mayor and Council pursuant to § 427-5.
B. 
After removal of such vehicle, the Borough Police Department shall make diligent efforts to identify and locate the owner of such removed motor vehicle and shall advise such person as to the place to which said vehicle has been removed.
Any person absent from the Borough of Edgewater and who is unable, for good cause, to comply with the time limitations set forth in § 287-2 of this article shall give notice to Police Department of the Borough of Edgewater of such fact and the location of such person's motor vehicle, together with the make, model and license number thereof, either personally or in writing. Upon receipt of such notification, such person and such motor vehicle shall not be deemed to be in violation of the provisions of this article, notwithstanding that the time requirements of § 287-2 are not complied with.

Unless another penalty is provided by New Jersey statute, violations of the provisions of this article shall be punishable as provided in Chapter 1, Article II, General Penalty.
