Where no specific penalty is prescribed in any chapter or article contained in this Code or in any other provision of law, for any act which is prohibited or for the failure to do any act which is required and is made or declared to be unlawful, the violation of any such provision shall be punishable by a fine not exceeding $250, imprisonment for not more than 15 days, or both such fine and imprisonment. Each day any such violation shall continue shall constitute a separate offense.
