A. 
No person shall park any vehicle within the bounds of Municipal Parking Field No. 5, Municipal Parking Field No. 8 and the north side of Atlantic Avenue, except as to those portions thereof in which parking meters are installed pursuant to this chapter, without first obtaining a permit to park therein from the Incorporated Village of Farmingdale.
B. 
Said permits shall be required between the hours of 4:00 a.m. and 4:00 p.m. on Mondays, Tuesdays, Wednesdays, Thursdays and Fridays, except holidays.

C. 
No person shall park any vehicle on the east side of Franklin Place from Eastern Parkway to a point 205 feet south and on both sides of Eastern Parkway from Secatogue Avenue to Franklin Place, without a valid resident parking permit, at all times.

All such parking permits shall be issued by the Clerk-Treasurer of the Village of Farmingdale, subject to the approval of the Board of Trustees, upon application to the Board and in a form approved by said Board, and all vehicles for which permits are issued shall have conspicuously displayed on the rear thereof or on such other place as may be designated by the Board of Trustees, a distinctive permit plate, tag or sticker issued by the Village Clerk-Treasurer and bearing the number of such permit and the period for which the same shall be issued.

The permits to be issued for residents and real property taxpayers of the Incorporated Village of Farmingdale shall be for a period commencing February 1 or the date of the issuance of the permits, whichever shall last occur, and shall terminate January 31 next succeeding. The fees therefor shall be as set from time to time by resolution of the Board of Trustees, with a schedule of such fees to be maintained by the Village Clerk-Treasurer. No part of said fee shall be apportioned irrespective of the time said permit is issued, and no refund shall be made of said fee if the same is surrendered during the yearly period.

A permit issued for a nonresident for a period commencing February 1 or the date of the issuance of the permit, whichever event shall last occur, and ending January 31 next succeeding, may be issued to nonresidents of the Village of Farmingdale for an annual fee as shall be maintained on a schedule of fees by the Village Clerk-Treasurer.
The Board of Trustees is hereby empowered by resolution upon its own motion at any time to change the permit fees for residents and nonresidents as hereinafter provided, and such changes shall thereupon become effective commencing February 1 succeeding the date of the adoption of such resolution.

No person shall park any vehicle in or upon Municipal Parking Field No. 5 and Municipal Parking Field No. 8 of the Incorporated Village of Farmingdale between the hours of 4:00 a.m. and 6:00 a.m. on Mondays and Fridays.
