There is hereby created the position of special law enforcement officers in the Borough of Edgewater, pursuant to the provisions of N.J.S.A. 40A:14-146.10.
No person shall be appointed as a special law enforcement officer unless he/she is a citizen of the United States; at least 18 years of age; able to read, write and speak the English language well and intelligently and has a high school diploma or its equivalent; is physically qualified in body and of good health; is of good moral character; and has not been convicted of any criminal offense involving dishonest or moral turpitude; and has successfully undergone the same psychological testing of its full-time police officers in the municipality.
Every person seeking appointment as a special law enforcement officer shall make application to the Mayor and Council, which body shall have exclusive jurisdiction over the final determination of the applicant's qualifications.
A. 
The determination of the total number of men/women who shall be appointed as special law enforcement officers shall be within the discretion of the Mayor and Council. All appointments to the position of special law enforcement officers shall be made by the passage of a resolution by the Mayor and Council. Appointment as a special law enforcement officer shall not thereby make the appointee a member of the regular police force.
B. 
Before any special law enforcement officer is appointed pursuant to this act, the Chief of Police and/or Police Director shall ascertain the eligibility and qualifications of the applicant and report these determinations in writing to the appointing authority.

C. 
The Mayor and Council may make appointments for full-or part-time positions. Each appointment shall be for a one-year term.
A. 
Every special law enforcement officer while on duty shall be under the supervision and direction of the ranking officer of the regular Police Department of the Borough of Edgewater, and he/she shall comply with the rules and regulations promulgated by the Mayor and Council for the general conduct and decorum of the regular members of the Police Department.
B. 
Every special law enforcement officer shall be fingerprinted, and his/her fingerprints shall be filed with the Division of State Police and the Federal Bureau of Investigation.
C. 
No person may commence his/her duties as a special law enforcement officer unless he/she has successfully completed a training course approved by the Mayor and Council.
D. 
The special law enforcement officers shall be designated as Class One officers as defined in N.J.S.A. 40A:14-146.11 of this act.
E. 
Uniforms. Every special law enforcement officer, prior to the commencement of his/her duties, shall be furnished with a uniform which shall identify the officer's function. The uniform shall include, but not be limited to, a hat and appropriate badges which shall bear an identification number or name tag and the name of the local unit. The uniform shall also include an insignia which clearly indicates the officer's status as a special law enforcement officer and the type of certification issued to that officer.
No special law enforcement officers classified as Class I shall carry a revolver or other weapon when on or off duty.

The assignments of special law enforcement officers shall be to perform such assignments in accordance with N.J.S.A. 40A:14-146.11a(1), Class One, in the Borough of Edgewater as determined by the Chief of Police and/or Police Director. Special law enforcement officers shall have the power to issue summonses in accordance with N.J.S.A. 40A:14-146.11a(1), Class One.
Salaries for special law enforcement officers are set forth by salary ordinance and will be paid in accordance with the salary ordinance in existence at the time of officer's appointment.
