At the election held on November 2, 1948, there was submitted to the voters of the Borough of Edgewater, hereinafter referred to as "said municipality" the question of whether or not said municipality should adopt the provisions of the Civil Service Act of the State of New Jersey, and said adoption was duly approved and authorized by a majority of the voters of said municipality.
The New Jersey Civil Service Commission, at the request of the Borough of Edgewater, has completed a survey of all positions within the Borough of Edgewater.
Said Civil Service Commission has forwarded a report of said survey, consisting of the following schedules.
A. 
Schedule 1:
(1) 
A list of employees, together with the date of last permanent appointment.
(2) 
Their present status, salary, title and divisional classification.
(3) 
Their proposed status, title and divisional classification.
B. 
Schedule 2: Class specifications in alphabetical order, including definitions, examples of work, educational and experience requirements and knowledge and abilities.
The classes of positions and the duties assigned thereto as set forth in the schedules stated above, three copies of which are filed in the office of the Borough Clerk, are incorporated herein by reference and are hereby created and adopted.
