Your Petitioners, whose names are hereunto subscribed, respectfully
set forth that it is proposed and this Petition is presented for the
purpose of incorporating a Borough under the provisions of an Act
entitled, “An Act for the formation of Borough Governments,”
approved April 5, 1878, and the supplements thereto, in the Township
of Ridgefield, in the County of Bergen and within the boundaries hereinafter
set forth.

That your Petitioners own in the aggregate at least one-tenth
of the value of the taxable real estate within the limits of the proposed
Borough, as the same appears upon the Assessor’s duplicate of
the said Township of Ridgefield.
|

3.

That the territory within the boundaries hereinafter set forth
does not exceed in area four square miles, and that the population
contained therein does not exceed 5,000.
|
|
4.
|
That the name of the proposed Borough shall be “The Mayor
and Council of the Borough of Undercliff.”
|
|
5.
|
That the boundaries of said proposed borough are as follows,
that is to say:
|
|
BEGINNING at the Hudson River in the southerly line of the Dupont
property and in the Northerly line of property of the Fort Lee Park
and Steamboat Company, thence along said northerly line of said property,
Northwesterly and Westerly to the center of a road, which on Commissioner’s
Map of the property of the Estate of Robert Annett, deceased, on file
in the Bergen County Clerk’s Office, is known as Annett Avenue,
thence along the center of Annett Avenue, Northerly to the center
line of the Old Fort Lee and Hackensack Public Road, being the road
leading from Fort Lee to Bull’s Ferry, thence Southerly along
said last named road to a point opposite the center of a road running
Westerly, therefrom, near the house of Alexis Delafolie or Catherine
Delafolie, his wife, thence to and along the center of said road Westerly
to the property now or late of Elizabeth I. Massa, thence to and along
the Northerly line of said Massa property Westerly to the top of Steep
Rocks, or edge of the Bluff, thence Southerly along the edge of the
Bluff to the Boundary line between Bergen and Hudson Counties, thence
Easterly and Southeasterly along the said County line to the Hudson
River, thence Northerly along Hudson River to the place of beginning.

Your Petitioners therefore pray that you will call a special
election to be held at some convenient place within said proposed
Borough according to the provisions of said act to vote for or against
the incorporation of the said proposed borough to the end and that
it may be decided by the votes of the electors of said proposed borough,
whether the said borough shall be formed.

That he is the collector of the Township of Ridgefield, in the
County of Bergen, and has in his possession the Assessor’s duplicate
of the said Township for the year 1894; that the taxable value of
real estate in the limits of said proposed Borough of Undercliff,
as the same appears on the said duplicate, is about $350,000.00; and
that he has carefully examined the foregoing petition for incorporation
of said borough; and says that the following named persons and corporations
who signed that same were assessed for lands within the limits of
said borough as the same appears on the said duplicate for the amounts

In the Matter of a Petition for the Formation of a
Borough Government in the Township of Ridgefield
to be known as “The Mayor and Council of the
Borough of Undercliff.”

A duly signed and verified Petition praying that a special election
to be held at some convenient place within the territorial limits
hereinafter described, in conformity with the provisions of an Act
of the Legislature of the State of New Jersey, entitled, “An
Act for the Formation of Borough Governments,” approved April
5, 1878, and the supplements thereto, to the end that the legal voters
within said territorial limits may vote for or against the formation
of a proposed borough to be known as “The Mayor and Council
of the Borough of Undercliff,” having been presented to me,
in which petition the proposed Borough is bounded and described as
follows:

BEGINNING at the Hudson River in the Southerly line of the Dupont

Now Therefore, I, James M. Van Valen, President Judge of the
Court of Common Pleas of the County of Bergen aforesaid, having examined
the foregoing Petition and the Affidavits annexed, by which it appears
to my satisfaction that all the requirements of said Act have been
complied with, do hereby order that a special election be held, in
conformity with the provisions of said Act and the supplements thereto,
at the School House under the Hill at Edgewater, being a convenient
place within the proposed borough, on Wednesday, the 5th day of December
A.D., 1894, to the end that the persons qualified to vote at such
election, may vote for or against the incorporation of a borough within
the said prescribed territory to be known as “The Mayor and
Council of the Borough of Undercliff”, in order that it may
be decided by the votes of the said electors whether the Borough shall
be formed; and I do hereby appoint F. W. Winterburn, Clerk of said
election, and J. Fletcher Burdett and William H. Carlock, Inspectors
thereof, said persons being legal voters and freeholders within the
limits of said proposed borough.

NOTICE IS HEREBY GIVEN, pursuant to statute, that the original
Order, of which the foregoing is a true copy, was filed in the office
of the Clerk of Bergen County at Hackensack on the 19th day of November,
1894.

NOTICE IS FURTHER GIVEN, that pursuant to said order, the said
election will be held at the School House under the Hill at Edgewater,
on Wednesday, the 5th day of December, 1894 and that the polls will
be open at six o’clock in the forenoon and close at seven o’clock

To the Clerk of the County of Bergen:

We, F.W. Winterburn, Clerk, and J. Fletcher Burdett and William
H. Carlock, Inspectors of a special election held at the School House
under the Hill, at Edgewater, on Wednesday, the 5th day of December,
1894, by virtue of the provisions of an Act of the Legislature of
this State, entitled, “An Act for the formation of Borough Governments”,
approved April 5, 1878 and the acts supplementary thereto, pursuant
to an order of James M. Van Valen, Judge of the Court of Common Pleas
of said County, dated November 19, 1894, a true copy thereof is hereto
annexed, do hereby certify that copies of said order were set up and
published as required by said Act to which was annexed a statement
of the day and place when and where said original Order was filed,
and due notice of time and place of said election was given according
to law, all of which appears by affidavits hereto annexed, and that
said election was held this day at the Place designated in said Order
and conducted by us; we having first taken and subscribed an oath
honestly and impartially to hold and conduct said election, and the
ballots cast at said election having been by us canvassed, we do hereby
certify that the following is a true statement of the result of said
election: the whole number of ballots was 181, of which 164 votes
were for incorporation and 16 votes were cast against incorporation
giving a majority of 149 votes for incorporation.

Be it Resolved by the Council of the Borough now known as “The
Mayor and Council of the Borough of Undercliff” in the County
of Bergen, that in accordance with the provisions of the first section
of the Act of the Legislature entitled “A General Act Relating
to Boroughs” (Revision of 1897), approved April 24, 1897, the
said Council does hereby adopt as the corporate name of said Borough
“The Borough of Edgewater in the County of Bergen”.
