As used in this article, the following terms shall have the meanings indicated:
TRAILER or CAMP CAR
Any vehicle used or intended to be used as a conveyance upon public streets or highways and duly licensed as such, or any vehicle utilized for the transportation of goods and materials or used for storage. This term shall include self-propelled and non-self-propelled vehicles so designed and constructed and reconstructed or added to by means of accessories in such manner as to permit the occupancy therein as a temporary dwelling or sleeping place for one or more persons and having no foundation other than wheels, jacks or skirtings so arranged as to be integral with or portable by said trailer or camp car.
It shall be unlawful for any person to park any trailer or camp car on any street in the Borough of Edgewater. In addition, it shall be unlawful for any person to park on any private property within the limits of the Borough of Edgewater, except for the purpose of repairs or storage. Any such trailer or camp car undergoing repairs or being stored shall not, during such period of repairs or storage, be used by any person as a dwelling or sleeping place.

It is the purpose of this article to regulate house, business and commercial trailers within the Borough of Edgewater, New Jersey. The Mayor and Council does hereby declare that this article is adopted in the interest of public health and safety of the inhabitants of the Borough of Edgewater, New Jersey, and, further, to prevent nuisances and generally to protect the welfare of the public.
As used in this article, the following terms shall have the meanings indicated:
TRAILER
Includes all the forms of housing which are adaptable to motivation by a power connected thereto, or which may be propelled by a power within themselves, and which are or can be used as house or living abode or habitation of one or more persons, or for business, commercial or office purposes, either temporarily or permanently, and commonly called and referred to as trailers, and whether affixed to the land on a permanent foundation, on wheels or jacks or otherwise.
It shall be unlawful for any person, firm or corporation to use any land located within the boundaries of Edgewater, New Jersey, as a trailer park or place for the housing or keeping of trailers as defined in this article.

It shall be unlawful for any person, firm or corporation to use a trailer for business, commercial or office purposes either temporarily or permanently in the Borough of Edgewater, New Jersey, without having first secured a license therefor from the Borough Clerk.
Notwithstanding any other provisions of this article, no person shall detach any trailer from its towing vehicle and permit the same to remain standing in any public street or place.
Application for such license shall be made to the Borough Clerk upon such forms as prescribed by him.
The license fee shall be $250 for each trailer for the license year. The license year shall begin on the first day of January of each year and the license fee shall be submitted in full with the application.
This article shall apply to all existing trailers located in the Borough of Edgewater, New Jersey, at the date of the adoption of this article.
