A. 
It shall be unlawful to keep hives of bees within the City of Glens Falls without first obtaining a permit from the City Clerk.
B. 
The fee for a permit shall be $25 and the permit shall be valid for a period of two years from the date of issuance.

C. 
No permit shall be issued until the applicant has obtained written consent of 75% of the adjoining property owners.
Renewals will not be issued if valid complaints, as verified by the City's Animal Control Officer, have not been rectified.
A. 
No more than three hives shall be permitted for each ¼ acre of land.
B. 
No hives shall be maintained within 10 feet of any property line, and a continuous hedge or solid fence must be located between adjacent lots. Hives must face the owner's yard. The hedge or fence shall be at least four feet high.
C. 
An adequate supply of water must be located within 20 feet of the hives at all times between May 1 and October 1 of every year, subject to inspection at any time.
D. 
Hives must be registered with the New York State Department of Agriculture and Markets Plant Industry Apiary Division.

Anyone wishing to establish a business for the sale of honey produced within hives in the City of Glens Falls shall first obtain a special business license for the sale of honey from the City Clerk. The license fee shall be $100 per year and shall be in addition to the permit specified in the foregoing § 91-13.
It shall be unlawful to establish a business for the sale of honey produced within hives of bees in areas of the City zoned R-1 and R-1A, and commercial licenses shall not be issued in those areas under any circumstances. No variance or exception from this prohibition shall be granted by the City.
All City residents who have established beehives on their property prior to January 1, 1984, shall be exempt for a period of five years from the permit requirement set forth in the foregoing § 91-13. All other provisions of this article shall apply to those individuals upon the effective date of this article.

A. 
Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be subject to a fine of not more than $250 or to imprisonment for a term not to exceed 15 days, or both, for each offense, and a separate offense shall be deemed committed on each day during or on which the violation occurs or continues.
B. 
In addition to the penalties provided in Subsection A, violation of the provisions of this article shall result in the revocation of the violator's permit.
