No person shall dig into or across curbing adjacent to the premises owned or occupied by him or adjacent to any other premises or cause the same to be done, nor shall any person remove, demolish or change the grade of any curbing adjacent to the premises owned or occupied by him or adjacent to any other premises or cause the same to be done until the owner or occupant thereof shall have obtained the permission of the Mayor, in writing, which permission shall state the purpose for which said digging, demolishing, removing or changing the grade is to be done, and such person, after obtaining such permission and after such digging, demolishing, removing or changing, shall put the curbing in as good condition as it was before and to the satisfaction of the Mayor.[1]
