The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Overnight parking. No person shall park a vehicle on any City street between the hours of 2:00 a.m. and 6:00 a.m. of any day, except for the south side of Lapham Place between Glen Street and the loading dock of the building located at 229 Glen Street.

B. 
Prohibited parking.
(1) 
No person shall park a vehicle within 20 feet of any street corner in the city.
(2) 
No person shall park a vehicle within 500 feet in any direction from a point in any street opposite any building or place to which the Fire Department of the city, or any part thereof, has been summoned to extinguish a fire, during the period when any fire apparatus shall be at such building or place.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 208-58), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified upon any of the streets or parts of streets designated as tow-away zones in Schedule XII (§ 208-59), attached to and made a part of this chapter.
The streets or parts of streets described in Schedule XIII (§ 208-60) are hereby designated as fire lanes, and no person shall park a vehicle upon any of the streets or parts of streets described in said Schedule XIII, attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 208-61), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 208-62), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVI (§ 208-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVII (§ 208-64) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVIII (§ 208-65) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
A. 
Any person having a vehicle in his charge or under his control shall not cause or permit the same to be parked or left standing on any public street within the city, except for areas governed by special no-parking, limited parking or other special parking regulations, for a period of longer than two consecutive hours between the hours of 6:00 a.m. and 2:00 a.m. on weekdays, including Saturdays. Any person violating the provisions of this section shall be subject to a penalty of $30 for each offense.

B. 
No person shall park a vehicle for longer than the time limit shown in Schedule XIX (§ 208-66) at any time between the hours listed in said Schedule XIX of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIX, attached to and made a part of this chapter.
C. 
Subsection A shall not apply to vehicles parked on the east side of Glen Street from East Notre Dame Street to Birch Avenue; the west side of Glen Street from West Notre Dame Street to Grove Avenue; and on the south side of Washington Street from Glen Street to Ridge Street.[1]

D. 
Subsection A, as referencing parking for a period of two consecutive hours, shall not apply to vehicles parked on the east side and west side of Pearl Street, between Lawrence Street and Maple Street, which will become four-hour parking spots. Restriction on parking from 2:00 a.m. until 6:00 a.m., as referenced in Subsection A, § 208-25, and § 208-16, General parking restrictions, shall remain in effect.

E. 
Subsection A, as referencing parking for a period of two consecutive hours, shall not apply to vehicles parked on the south side of Lawrence Street, between Ridge Street and Pearl Street, which will become unrestricted all-day parking. Restriction on parking from 2:00 a.m. until 6:00 a.m., as referenced in Subsection A, § 208-25, and § 208-16, General parking restrictions, shall remain in effect.

F. 
Subsection A, as referencing parking for a period of two consecutive hours, shall not apply to vehicles parked on the north side and south side of East Washington Street, between Glen Street and Ridge Street, which will become unrestricted all-day parking. Restriction on parking from 2:00 a.m. until 6:00 a.m., as referenced in Subsection A, § 208-25, and § 208-16, General parking restrictions, shall remain in effect.

G. 
Subsection A, as referencing parking for a period of two consecutive hours, shall not apply to vehicles parked on the north side of Pine Street, between Glen Street and Elm Street, which will become permitted parking and will require City parking permits. Restriction on parking from 2:00 a.m. until 6:00 a.m., as referenced in Subsection A, § 208-25, and § 208-16, General parking restrictions, shall remain in effect.

No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 208-67) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
A. 
General loading zones. The locations described in Schedule XXI (§ 208-68), attached to and made a part of this chapter, are hereby designated as general loading zones, and no person shall park or stand a passenger vehicle for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed five minutes, and no person shall park or stand a commercial vehicle for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 30 minutes, in any designated general loading zone.
B. 
Passenger loading zones. The locations described in Schedule XXIA (§ 208-68.1) attached to and made a part of this chapter, are hereby designated as passenger loading zones, and no person shall park or stand any vehicle in such zones, except that the operator of any passenger vehicle or public bus may temporarily stop or stand in a passenger loading zone for the purpose of and while actually engaged in the loading or unloading of passengers.
The locations described in Schedule XXVII (§ 208-74), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXII (§ 208-69), attached to and made a part of this chapter, are hereby designated as bus stops.
The on-and off-street parking spaces described in Schedule XXIII (§ 208-70), attached to and made a part of this chapter, are hereby designated as handicapped parking spaces.
