1. 
The owner of real property abutting or adjacent to any public sidewalk, curb and/or gutter shall at all times keep the entire abutting or adjacent section of the sidewalk, curb and gutter in good repair, in a safe and sanitary condition, and free from obstructions interfering with the free and full use of the same.

The owner of real property abutting or adjacent to any public sidewalk shall completely clear, or cause to be completely cleared, the full width of the abutting or adjacent section of the sidewalk of snow or ice within 24 hours after the same shall have ceased to fall or form.

The Township Manager or her designee may authorize the Township or its contracted agent to remedy any violation of this Part, and the cost of remedying the violation, with 10% additional, shall be collected by the Township from the owner of the property. Such amount may be charged in addition to any fine or penalty imposed under § 302 hereof. The remedy prescribed by this § 301C may commence without notice but shall not commence prior to the accrual of three violations by the owner of any provision of this Part.

The Kingston Township Police Department, the Kingston Township Code Enforcement Officer, and any person duly authorized by the Kingston Township Manager, shall have the power and duty to enforce the provisions of this Part.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
