The Mayor and Council make the following findings:
A. 
Improper uses of lasers at public events can cause panic and otherwise disrupt those events.
For the purposes of this article the following terms shall have the following meanings:
ENTERTAINMENT EVENT
Occurring in a public place, public forum or facility open to the public including events such as a rally, movie, concert, play or sporting event.
LASER
A device that emits a beam of ultraviolet, visible or infrared light due to stimulated emission.
A. 
No person shall use a laser to create a distraction at an entertainment event.
B. 
No person shall direct light from a laser at a uniformed police officer, uniformed security guard, uniformed member of the Fire Department, uniformed emergency medical service worker or uniformed ambulance worker or other uniformed peace officer, investigator or emergency service worker or the marked service vehicle of any such individual.
C. 
No person shall direct light from a laser into the eye or eyes of another person.
Any person violating any provision of this Article IV shall, upon conviction, or upon entry of a guilty plea, be punishable by imprisonment of not more than one year or a fine of not more than $1,000, or both.
