There shall be established in and for Colts Neck Township a local Board of Health pursuant to an Act entitled "An Act to Establish in This State Boards of Health and a Bureau of Vital Statistics and Defining Their Respective Rights and Duties," approved March 31, 1887, and the supplements thereto.
The Board of Health of Colts Neck Township shall be established according to the provisions of N.J.S.A. 26:3-3, Chapter 3, Article 1, Subdivision B, as amended by L. 1953, Chapter 349, Page 1918, Section 1.

A. 
The Board of Health of Colts Neck Township shall be composed of seven members, to be selected and appointed by said Township Committee at its next regular meeting after this chapter shall go into effect.
B. 
The local Health Board shall consist of no more than seven members and may include not more than two alternate members. The members and alternate members shall be appointed by the Township Committee, shall be residents of the municipality, and shall serve without compensation.
C. 
The alternate members shall be assigned and designated by the Township Committee as "Alternate No. 1" and "Alternate No. 2" and shall serve during the absence or disqualification of any regular member or members. The terms of alternate members shall be for two years, except that the terms of the alternate members first appointed shall be two years for Alternate No. 1 and one year for Alternate No. 2, so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired term only. An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.

The members of said Board of Health shall be appointed by the Township Committee, and in making said appointments, the Township Committee shall designate one member who shall hold his or her office for one year from the date of his or her appointment; one member who shall hold his or her office for two years; and one member who shall hold his or her office for three years; and two members who shall hold their offices for four years from the date of their appointment; and thereafter at the expiration of said respective terms, said appointments shall be made by said Township Committee in the same manner for the term of four years, provided that in case a vacancy shall occur in said Board by death, resignation or removal, it shall be filled in the same manner in which the original appointments were made, but for the unexpired term only.
Any member of said Board of Health may be removed from his or her office for cause after an opportunity has been given for a hearing and upon the vote of a majority of the Township Committee.
Within 10 days after this chapter shall go into effect, said Board of Health shall meet and organize and appoint the necessary agents and officers of said Board, establish rules for its own government and pass ordinances and make rules and regulations in regard to the public health in said township as directed by law.
