The Allamuchy Township Emergency Preparedness Committee is hereby
created and established within the Township of Allamuchy for the purposes
of identifying potential risks to the safety of Allamuchy Township
and its residents; assessing the present level of preparedness for
such emergencies; setting procedures for addressing such emergencies;
coordinating efforts between the Township, its neighboring municipalities,
Warren County, the State of New Jersey and the federal government;
and advising and reporting to the Mayor and Council as to same.
Whenever a vacancy occurs, the Mayor shall appoint an individual
to fill the vacancy until the next organizational meeting of the Mayor
and Council. If the vacant seat is one formerly occupied by a member
of the Fire Department or general public, then the vacancy shall be
filled only be another person selected from and representing the group
from which the vacancy occurred.
The Emergency Preparedness Committee shall have the following
duties:
A. To meet as necessary, but at least twice per calendar year;
B. To schedule meeting dates as necessary to comply with this section
and upon notice to the public as required by law;
C. To identify potential emergency situations facing the Township of
Allamuchy; to assess the needs of the municipality in such situations
and to determine how these needs may be best met; to receive and review
emergency procedures from neighboring municipalities, Warren County,
the State of New Jersey and the federal government; and to assure
that the Township is in compliance with such procedures;
D. To identify ways in which these goals and concerns may be reached
and addressed; and
E. To prepare and present at a meeting to the Mayor and Council a report
by December 31 of each year.
The Emergency Preparedness Committee may select a Clerk, who
shall be an employee of the Township.
The Emergency Preparedness Committee shall organize annually
by selecting from among its members a Chairperson and Vice Chairperson.
When necessary and proper in connection with the performance
of its duties, the Emergency Preparedness Committee may employ or
contract for the compensation of such experts and other services as
it may deem necessary. The Emergency Preparedness Committee, however,
shall not authorize expenditures which exceed, exclusive of gifts
or grants, the amount appropriated by the Township Mayor and Council
for the Emergency Preparedness Committee's use.
