The Mayor and Council of the Borough of Riverdale in the County of Morris, State of New Jersey, hereby propose as follows:
A. 
That the service area within the territorial limits of the Borough of Riverdale shall be part of the contiguous district of the Pequannock River Basin Regional Sewerage Authority and that the Borough of Riverdale be granted full membership in the said Authority.
B. 
That two members to the said Authority be appointed by the Mayor and Council for full terms of office.
C. 
That after filing with the Secretary of State of a certified copy of this chapter and a resolution of the said Authority, that the service district be part of the contiguous district and that said Authority shall consist of the members thereof acting or appointed in accordance with law and constitution an agency and instrumentality of the Borough of Riverdale and as well as other municipalities.
