No line officer of the Department shall receive fewer or more restrictive or lesser benefits than received and enjoyed by the other policemen of the Borough who compose the collective bargaining unit of the Department, except where such restrictions are fewer or lesser benefits which are the result of prerogatives granted to police officers on account of seniority, merit or other special circumstances. Such special circumstances shall be spelled out in any agreement between the Borough and the collective bargaining unit of the Department.
