The purpose of this chapter is to require the numbering of all houses or other buildings to facilitate, promote, and accelerate transportation, communication, and the supply of municipal services, including fire, police, and ambulance services, and to otherwise promote the public safety and general welfare of the residents of Upper Moreland Township.
As used in this chapter, the following terms shall have the meanings indicated:
BUILDINGS
Includes all principal buildings, such as but not limited to single- and multiple-family dwellings and places of business, but shall not include accessory buildings on the same lot that are occupied by the same person as the principal building on such lot.
The Building Inspector is authorized and directed to assign numbers to all houses and other buildings in the Township.
A.
The owner or occupant of any house or other structure shall cause the street number assigned to be posted conspicuously on the street side of the house or structure, or on a fence, post or otherwise, so as to be clearly visible and legible from the street. The owner or occupant of any commercial or other nonresidential structure in addition to posting the street number assigned conspicuously on the street side of the structure, shall, in the event that there is a rear access door to such structure, post such number on such rear access door in a manner as to be clearly visible and legible.
B.
Said numbers are to be of a durable light-reflecting material or to be of a color which contrasts with the immediate background, and be at least three inches high for residential uses and 5 1/2 inches high for nonresidential uses.
Any person, firm or corporation which shall number any house or building contrary to the provisions of this chapter or to the instructions of the Building Inspector, or who shall fail, neglect or refuse to number a house or building within 30 days after receipt of notice to do so from the Building Inspector, shall be subject to prosecution before a magisterial district judge and, upon conviction, shall be sentenced to pay the costs of prosecution and a fine not less than $50 nor more than $600.
