An applicant for any permit for the construction, erection, addition, alteration or repair of a structure in the Township of Upper Moreland shall, at the time of his application, pay to the proper officer of the Township for the use of the Township a fee, determined as follows:
A. 
New residential construction. The fee for new residential construction, including basements, attached garages, detached garages, dormitories, and convents shall be $300 per 1,500 square feet and $100 for each additional 500 square feet or fraction thereof.
B. 
Apartment building and/or multiple dwellings. The fee for the construction of apartment buildings and/or multiple dwellings shall be $200 per unit.
C. 
Commercial, industrial and institutional buildings. The fee for construction of a new commercial, industrial or institutional building shall be $400 per 1,000 square feet and $250 for each additional 1,000 square feet or fraction thereof.
D. 
Additions, alterations, repairs, re-roofing, siding, removals and demolitions. The fee for an addition to an existing building, for its repair, alteration, re-roofing, siding, removal, demolition or moving, or for installation of a public awning, shall be $25 for the first $500 of the cost of construction, plus $25 for the next $500 of the cost of construction, $15 for each additional $1,000 of the cost of construction, or fraction thereof.
E. 
Air-conditioning units, air-cooling systems, condensing units, exhaust systems, etc. The fee for air-conditioning units, air-cooling systems, condensing units, exhaust systems, etc., shall be $20 for the first $1,000 of cost and $5 for each additional $1,000 of cost or fraction thereof. In no event shall the permit fee exceed $1,500.
F. 
Fuel storage tanks and dispensers.
(1) 
The fee for the installation of each fuel storage tank of any description and each dispenser of any description shall be $25.
(2) 
The fee for the removal of each fuel storage tank of any description shall be $10.
G. 
Certificates of occupancy.
(1) 
The fee for a certificate of occupancy for each new residential building shall be $50 per dwelling unit.
(2) 
The fee for a certificate of occupancy for each alteration or addition to a residential building shall be $25 per dwelling unit.
(3) 
The fee for a certificate of occupancy for each new nonresidential building shall be $125.
(4) 
The fee for a certificate of occupancy for each addition to a nonresidential building shall be $75.
H. 
Plan review.
(1) 
The fee for plan review of new residential construction shall be $25.
(2) 
The fee for plan review of new commercial, industrial, institutional and office construction shall be $100.
A. 
Master plumber license. The annual license renewal fee shall be $75.
B. 
Restricted master plumber license. The annual license fee shall be $75.
C. 
Journeyman plumber license. The annual license renewal fee shall be $25.
D. 
Apprentice plumber registration fee. The annual registration fee shall be $10.
E. 
Permit fees.
(1) 
New fixture permit fee shall be $50 for first five fixtures and $8 for each additional.
(2) 
Replacement fixture fee shall be $20 for the first fixture and $10 for each additional replacement fixture.
(3) 
Garbage disposal unit fee shall be $25 for a new unit and $15 for a replacement unit.
(4) 
Heating systems. The fee for the installation or replacement of a heating system shall be $75 for the first $2,000 of cost of the installation and $20 for each additional $1,000 of cost. The fee for the replacement gas- or oil-burner unit of any heating system shall be $15.
(5) 
Additional fixture on existing drain line fee shall be $20 for the first additional fixture on an existing drain line and $10 for the second additional fixture thereafter on an existing drain line.
(6) 
Sewer connection fee shall be $100 for connecting to a public sewer.
(7) 
The fee for repairs or replacements to a public sewer shall be $75.
(8) 
Water distribution — commercial water distribution system.
(a) 
New construction: $35.
(b) 
Alterations: $25.
(c) 
Replacement: $35.
(9) 
Water distribution — residential water distribution system.
(a) 
New construction: $25.
(b) 
Alterations: $20.
(c) 
Replacement: $25.
(10) 
Hot water heaters, new or replacement: $25.
Permit fees for all signs regulated by ordinance shall be in accordance with the following schedule:
A. 
Forty dollars for each sign or advertising structure up to 40 square feet in size.
B. 
Seventy-five dollars for each sign or advertising structure over 40 square feet in size.
C. 
Fifteen dollars for temporary signs, as defined in Chapter 350, § 350-179, Signs.
The fee for a permit to construct a swimming pool shall be $30 for each $1,000, or fraction thereof, of the cost of construction of the pool, including fencing.
The permit fee for all electrical work, including residential, commercial, industrial, institutional and office, shall be $25 per $1,000 of cost or fraction thereof.
A. 
The permit fee for all residential driveway paving shall be $40.
B. 
The permit fee for all new commercial, industrial, institutional and office driveway and parking lot paving shall be $75.
C. 
The permit fee for all paving overlays of driveways or parking lots shall be $30 per $1,000 of cost or fraction thereof.

Unless otherwise specified in the Upper Moreland Code, the license fee for registration of all contractors shall be $75 per calendar year, which license fee shall, in addition, cover the registration fee for the business privilege licenses under Chapter 310, Article I, Business Privilege Tax, of the Upper Moreland Code. Any contractor who may be exempt from obtaining a contractor license but is operating a business must comply with any and all requirements under Chapter 310, Articles I, II, and III, as applicable.
In addition to any other penalty or fee in lieu of penalty provided for in the other ordinances of the Township, any person or entity which shall commence work prior to applying for and obtaining required permits shall pay a permit fee that is twice that which is provided for in this article.
In addition to any permit fee amount established under this article, the applicant for any permit shall be obligated to remit to the Township at the time of issuance of the building permit the amount of any building permit fee surcharge or other amount, however denominated, imposed on the Township from time to time by the Commonwealth of Pennsylvania in connection with the administration of the Pennsylvania Uniform Construction Code.
