The boundary limits of the Township of Upper Moreland are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highway where motor vehicles may remain standing without lights.
Vehicles will be parked within marked areas wherever a space is designated for single vehicles to park.

A. 
It shall be unlawful for anyone owning or having custody or control of any motor vehicle to park or leave the vehicle unattended on any of the streets of Upper Moreland Township when such vehicle does not have a current state inspection sticker or a registration plate for the current year.
B. 
Any person violating the provisions of this chapter shall be given notice either in person or by certified mail to remove said vehicle within 24 hours after receipt of such notice.
C. 
Any person who, having received notice to remove a vehicle by reason of violation of this chapter, fails to do so within 24 hours, shall be served with a written ticket or notice either personally or by affixing it to the vehicle that has been unlawfully parked. The notice shall consist of a heavy paper tag upon which the police officer making the notification shall indicate the violation, the model of the vehicle, the license number (if any), the name and address of the owner, if such information is immediately available, the place and time of the violation and the officer's name.
D. 
Each day the uninspected or unlicensed vehicle remains on the street from the date of original notice or violation shall be considered a separate offense under the chapter.
It shall be unlawful for the owner or operator of any bus, truck or commercial vehicle above Class 3, as defined by the Pennsylvania Motor Vehicle Code, to park such vehicle at any time on any public street in a residentially zoned area situated in the Township of Upper Moreland, except for delivery or servicing to a home in such area. Such vehicles may be parked or stored in a closed garage.
A. 
No owner or operator of a motor vehicle shall park any motor vehicle in a parking space on public or private property posted with official signs and reserved for the use of those handicapped persons designated herein unless such owner or operator is authorized to do so. Such signs may be erected on private property with the consent of the property owner.
B. 
An owner or operator of a motor vehicle shall be authorized to park the vehicle in the designated spaces reserved for handicapped persons only upon receipt by the owner or operator of either:
(1) 
A special registration license plate issued by Pennsylvania's Department of Transportation or any other state or commonwealth which designates the vehicle so licensed as owned and/or operated by a handicapped person or a disabled veteran; or
(2) 
A parking placard issued by Pennsylvania's Department of Transportation or any other state or commonwealth which designates having the right to use the vehicle for the purpose of assisting the handicapped person or disabled veteran.
C. 
Any person violating the provisions of the section shall be charged with a violation of § 3354(d)(3) of the revised Pennsylvania Motor Vehicle Code and shall be guilty of a summary offense as provided for therein. Such person shall, upon conviction, be sentenced to pay a fine of not more than $20, together with costs of prosecution.
The stopping or standing of vehicles shall be prohibited at all times in the following locations on that side which has been duly posted with official signs:

A. 
It shall be the duty of the Township's police officers to report to the Chief of Police all violations of any provisions of this article, indicating, in each case:
(1) 
The date and hour or such violation;
(2) 
The state license number of the vehicle involved;
(3) 
The nature of the violation and the section violated;
(4) 
The location of the violation; and
(5) 
Any other facts that might be necessary in order to secure a clear understanding of the circumstances.
B. 
The police officer shall also attach to every violating vehicle a notice that announces the violation and instructs the owner or operator that if a fine of $20 is paid to the office of the Township Treasurer within five days after the time of the notice issuance, the violator will be relieved from prosecution. Should the offender fail to pay the fine or challenge the notice of violation, the Police Department will rescind it and file a non-traffic citation with the Township Magisterial District Judge, resulting in the imposition of fines as provided in the Motor Vehicle Code.

A. 
Pursuant to § 3354(d)(2) of the Pennsylvania Motor Vehicle Code, 75 Pa.C.S.A. § 3354(d)(2), the Board of Commissioners shall, from time to time, set by resolution those parking places to be designated as reserved for handicapped persons.
B. 
Signs erected at the parking places designated by resolution to be reserved for handicapped persons shall be in accordance with the regulations of the Pennsylvania Department of Transportation to indicate that the parking place is reserved for a handicapped person, that no parking is allowed there by others and that any unauthorized person parking there shall be subject to a fine. The Upper Moreland Township Police Department is authorized to cite any unauthorized parking in those spaces designated for handicapped persons, in accordance with § 3354(e) of the Pennsylvania Motor Vehicle Code.
When parked, vehicles must face the same direction as the last of traffic directly adjacent to the parking lane. Vehicles may not cross into the opposing lane of traffic in order to park facing the wrong direction.
