Every foundation, floor, wall, ceiling and roof shall be reasonably weather-tight, water-tight and rodent-proof; shall be capable of affording privacy; shall be kept in good repair. The foundation elements shall adequately support the building at all points.

Every window and frame, exterior door and frame and basement hatchway shall be reasonably weather-tight, water-tight and rodent-proof; and shall be kept in sound working condition and good repair. Every window sash shall be fully supplied with glass window panes or an approved substitute which are without open cracks or holes, and shall fit reasonably tight within its frame. Every window, other than a fixed window, shall be capable of being easily opened and shall be held in position by window hardware. Every exterior door, door hinge and door latch shall be maintained in good condition. Every exterior door, when closed, shall fit reasonably well within its frame. Every door available as an exit shall be capable of being opened from the inside easily and without the use of a key.

Every inside and outside stair, every porch, and every appurtenance thereto shall be maintained and kept in sound condition and good repair, and shall be so constructed as to be safe to use and capable of supporting the loads to which it is subjected.

Where it is deemed necessary for safety, every flight of stairs which is more than three risers high or 24 inches from grade level shall have handrails which shall be located as required by the building code; and every porch which is more than three risers high or 24 inches from grade level shall have handrails so located and of such design as required by the building code. Every handrail and balustrade shall be firmly fastened and shall be maintained in good condition. Properly balustraded railings, capable of bearing normally imposed loads as required by the building code, shall be placed on the open portions of stairs, balconies, landings and stairwells.

Every plumbing fixture and water and waste pipe shall be properly installed and maintained in good sanitary working condition, free from defects, leaks and obstructions.

All rainwater shall be so drained and conveyed from every roof so as not to cause dampness in the walls, ceilings or floors of any habitable room, or of any bathroom or water closet compartment.

All exterior wood surfaces shall be adequately protected from water seepage and against decay.

In every dwelling, multifamily dwelling, dwelling unit, rooming house, and rooming unit, cellars, basements and crawl spaces shall be maintained reasonably free from dampness to prevent conditions conducive to decay or deterioration of the structure as required by the building code.

All walls, ceilings, interior woodwork, doors and windows shall be kept free of flaking, peeling or loose paint. In addition, no lead paint whatsoever shall be used in any habitable room.

The supporting structural members of every dwelling and multifamily dwelling used for human habitation shall be maintained structurally sound, showing no evidence of deterioration which would render them incapable of carrying the imposed loads in accordance with the provisions of the building code.

Buildings used for human habitation shall be kept free from insect and rodent infestation, and where insects or rodents are found the owner shall be responsible for their extermination by acceptable processes which will not be injurious to human health. After extermination, proper precautions shall be taken to prevent reinfestation.

No owner, operator or occupant shall cause any service, facility, equipment or utility which is required under this article to be removed from or shut off from or discontinued for any occupied dwelling let or occupied by him, except for such temporary interruption as may be necessary while actual repairs or alterations are in process, or during temporary emergencies when discontinuance of service is approved by the Director of Health.
