The responsibilities of owners and occupants set out in this division are in addition to those specified elsewhere throughout this article and in addition to those that may be provided by state statutes. A person shall not occupy as owner-occupant or let to another for occupancy or use premises which do not comply with the following requirements of this article.

Every owner of a dwelling shall be responsible for maintaining in a clean and sanitary condition the shared or common areas of the dwelling and premises thereof.

Every owner of a dwelling or dwelling unit shall be held responsible for disposal of all garbage and any other organic waste which might be food for rodents, in a clean and sanitary manner, by placing it in the garbage disposal facilities or garbage storage containers required by Section 11-37 of this article.

Every occupant of a dwelling unit shall be responsible for hanging all screens except where the owner has agreed to supply such service.

Every occupant of a dwelling unit shall keep all plumbing fixtures therein in a clean and sanitary condition and shall be responsible for the exercise of reasonable care in the proper use and operation thereof.

No unoccupied or vacant residential structures shall be utilized for the storage of excessive amounts of materials or debris, whether solid or liquid, nor shall any yard area of such structure be used for such storage purposes. All exterior property areas and premises shall be maintained in a clean, safe and sanitary condition free from any accumulation of rubbish or garbage. All vacant residential and appurtenant structures and premises thereof or vacant land shall be maintained in a clean, safe, secure and sanitary condition as provided herein so as not to cause a blighting problem or adversely affect the public health or safety.
