The City does hereby join with such of the other towns and cities within its planning region, as defined by the Director of the Office of State Planning, as may enact a similar ordinance, and does hereby adopt the provisions of Chapter 50, Sections 4-124i to 4-124p, inclusive, of the General Statutes of the State of Connecticut concerning regional council of government.

The Regional Council of Governments shall be entitled to exercise all of the rights and authority and shall be subject to all of the responsibilities and duties provided for in the General Statutes; said powers and duties shall consist of consideration of such matters of a public nature common to two or more members of the Council as it deems appropriate, including matters affecting the health, safety, welfare, education and economic conditions of the area comprised by its members.

The Council shall promote cooperative arrangements and coordinate action among its members and make recommendations therefor to the members and such other public and private agencies as exist or perform functions within the region.

The planning duties and responsibilities of the Regional Council of Governments shall be carried out exclusively by a Regional Planning Commission in accordance with Section 4-124o of the General Statutes. The Planning and Zoning Board shall appoint one of its members to be its representative and one of its members to be an alternate (should the representative be unavailable) to the Regional Planning Commission, said appointment subject to the concurrence of the Mayor.
