The Bureau created by this article shall have such powers and purposes as are and may from time to time be provided under Sections 17-443, 17-443a and 17-443b of the Connecticut General Statutes, including but not limited to evaluation, planning, coordination and implementation of prevention and treatment services for delinquent, pre-delinquent and troubled youth, and the provision of opportunities for youth to develop positively and to function as responsible members of their communities.

The Mayor shall appoint an Executive Director who shall also be the Executive Director of the Department of Human Services as set forth in the Milford Code of Ordinances, Section 18-134. The Executive Director shall manage the Bureau created by this article, and such additional staff members as may from time to time be necessary. The compensation and conditions of employment shall be established by the Board of Aldermen upon recommendation of the Mayor.

(a) 
No grant or other funding source shall be applied for without the approval of the Board of Aldermen. All documents pertaining to such applications shall be executed by the Mayor.
(b) 
The fiscal operations of the Bureau shall in all respects be in accordance with the provisions of Article V, Section 3 of the Charter of the City.
