A. 
The Mayor shall appoint, with the consent of a majority of all the members of the Governing Body, a City Manager who shall be responsible for the proper and efficient administration of the government of the City. The Manager shall be appointed solely on the basis of administrative qualifications, and the selection shall not be limited by reason of former residence. However, residency must be established in the metropolitan area within 90 days of appointment.
B. 
Qualifications. The City Manager shall have a college degree, preferably in business, public administration, or some other field allied to municipal administration, and shall have two years' experience in administration in an executive capacity, preferably in or under a City Manager form of government.
C. 
The City Manager serves at the pleasure of the Mayor and Governing Body.
D. 
No elective officer of the City shall be appointed City Manager during the term for which the elective officer shall have been elected.
The City Manager shall take the oath prescribed by law and shall furnish a surety bond in the sum of $10,000 to be approved by the Governing Body. Such bond shall be conditioned on the faithful performance of his duties. The premium of the bond shall be paid by the City.
The City Manager shall receive such compensation as the Governing Body shall fix by resolution.
The City Manager shall:
A. 
Enforce and carry out all ordinances, rules and regulations of the City.
B. 
Administer the day-to-day business and matters of the City.
C. 
Subject to the City's merit system and except for Appointed Officials, employ, supervise, suspend, demote and discharge all persons engaged in the administrative service of the municipality. Department directors serve at will. All other employees shall be classified or unclassified as may be specified in the City's Personnel Policy.
D. 
Prepare and submit an annual budget.
E. 
Make recommendations to the City Council on all matters concerning the welfare of the municipality.
F. 
Administer the personnel merit system by means of rules and regulations authorized by this Code or other applicable law.
